Superintendent Message – September 25, 2020

First, I would like to acknowledge the effort of our staff and all parents for working with us to educate your children during the ongoing pandemic and the restrictions that have been placed on schools and school operations.  I know this is not easy for any of us.  We are all hoping to get ALL of our students back to our buildings as soon as we can.  However, until our county case counts get down to 30 new cases a week for three weeks, we will not be able to have that conversation.

In the meantime, I feel compelled to provide you with an update on how we have evolved while in the Comprehensive Distance Learning mode.

  1. Elementary students during Comprehensive Distance Learning (CDL) are scheduled to have either live instruction with their teacher(s) 2 ½ hrs. in the morning or 2 ½ hrs. in the afternoon. When students are not logged into live teacher-led sessions, they have assignments that are referred to as “applied” learning, which include iReady lessons, paper & pencil work, etc.  The Oregon Department of Education has set the minimum requirements for both the teacher-facilitated (live sessions) and the applied learning.  (See the chart below)
  2. Secondary students in CDL have live instruction from 9 am to 12:30 pm daily. Secondary students “attend” remotely four class periods each day, rotating between periods 1-4 and periods 5-8.  The rest of their day is for applied learning assignments.
  3. The rules and restrictions for Comprehensive Distance Learning come from the Oregon Department of Education and the Oregon Health Authority.

While Comprehensive Distance Learning is in effect, there are exceptions for a limited number of students to be in buildings.  There are strict guidelines limiting the number of students that can be in a group and the interactions within the building when students are on-site.  Students who fall into one of the following categories have or will be offered opportunities to receive required services.  The general categories are:

  1. Students with no internet service and no ability to work around that circumstance.
  2. Students who require additional academic, curricular, social, emotional, or assessment support that cannot be provided virtually.

The details for all of the rules and restrictions can be found in the Ready Schools, Safe Learners version 3.7.8 on the Oregon Department of Education website.  Beginning Monday, September 28th you may see MidCo buses picking up and dropping off students at all school buildings.  By law, the students who are eligible and have been identified to be served on-site during CDL and need transportation are to be provided it.

The school will notify parents if their child has been selected for on-site instruction.  There is no need to call the school.  You will be notified.

Comprehensive Distance Learning Minimum Requirements:

K-3                                         2 hrs. and 20 minutes                    No more than 50% of Teacher-led

4-8                                         2 hrs. and 30 minutes                    No more than 50% of Teacher-led

12                                           2 hrs. and 45 minutes                    No more than 50% of Teacher-led

Perhaps the most controversial component of our current operations is the limited “day camps” that we are operating during CDL.  The day camps operate under the Governor’s executive orders 20-08 and subsequent orders through 20-38.  These orders provide specific guidance for eligible groups in which schools can operate emergency childcare for health care workers, law and fire first responders, and educational employees.  We had limited resources to do this but did so while adhering to the rules and restrictions that were created.  We did admit some students whose parents did not fall within the categories previously mentioned as space allowed.  I used the parent survey results from our July Childcare Survey to create the priority list.  The results of that survey indicated the need was almost 6x greater than the capacity we could provide.  In the end, I decided we would serve the maximum number of students we could under the rules and restrictions that are in place for this service.  Once we exit Comprehensive Distance Learning, this program will end.  All families that are participating in this component have been made aware of this fact.

Let me end for now where I started; thank you to all of our families for staying with us through these difficult times.  I realize the circumstances have put all of you in difficult positions and have forced many of you to make some monumental decisions.  Please trust me when I say we are doing our best to provide you and your children the very best under the conditions.

Primero, me gustaría reconocer el esfuerzo de nuestro personal y todos los padres por trabajar con nosotros para educar a sus hijos durante la pandemia en curso y las restricciones que se han impuesto a las escuelas y las operaciones escolares. Sé que esto no es fácil para ninguno de nosotros. Todos esperamos que TODOS nuestros estudiantes regresen a nuestros edificios tan pronto como podamos. Sin embargo, hasta que el recuento de casos del condado llegue a 30 casos nuevos por semana durante tres semanas, no podremos tener esa conversación.

Mientras tanto, me siento obligado a proporcionarle una actualización sobre cómo hemos evolucionado, mientras que en el modo integral el aprendizaje a distancia.

  1. Quizás el componente más polémico de nuestras operaciones actuales son los “día de campo” limitados que operamos durante la CDL. Los días de campo operan bajo las órdenes ejecutivas de la Gobernadora 20-08 y órdenes subsecuentes hasta 20-38. Estas órdenes brindan orientación específica para los grupos elegibles en los que las escuelas pueden operar el cuidado de niños de emergencia para los trabajadores de la salud, los primeros en responder a la ley y los bomberos y los empleados educativos. Teníamos recursos limitados para hacer esto, pero lo hicimos respetando las reglas y restricciones que fueron creadas. Admitimos a algunos estudiantes cuyos padres no estaban dentro de las categorías mencionadas anteriormente como espacio permitido. Usé los resultados de la encuesta para padres de nuestra Encuesta de cuidado infantil de julio para crear la lista de prioridades. Los resultados de esa encuesta indicaron que la necesidad era casi 6 veces mayor que la capacidad que podíamos proporcionar. Al final, decidí que serviríamos al máximo número de estudiantes que pudiéramos según las reglas y restricciones que existen para este servicio. Una vez que salgamos del aprendizaje integral a distancia, este programa finalizará. Todas las familias que participan en este componente han sido conscientes de este hecho.
