Superintendent Message – July 16, 2020

Since June 10, our district has been working on a plan to reopen schools in the fall.  Using guidance from the Oregon Department of Education and the Oregon Health Authority, we are putting a plan together to provide the highest quality education while keeping our students and staff safe.  Although not an easy task, I believe we will have something that can achieve those two goals.

Before I get into the particulars, I would like to thank the nearly 1100 of our parents that responded to a survey in mid-June.  Your feedback on distance learning and reopening were used heavily in the formation of our reopening plans. (Results linked at the end of this message.)   I anticipate that you will be asked to participate in at least one more survey as we begin to put more and more on the original outline.

For ease of reading, I am putting this message into five parts; school calendar, general conditions, elementary plan, secondary plan, and alternatives.

School Calendar:  With the cancellation of the Pendleton Round-Up, we have modified our school calendar to include the week of September 14 thru September 18.  The last day of school for 2020-2021 will be Thursday, June 3, 2021.

General Conditions:  Our final plan for reopening will have some things that will be universal across buildings.  All of these will be in place until further notice.

  1. Only students and essential staff will be allowed into buildings.
  2. Volunteers will not be allowed on school sites during this restricted time.
  3. Parent conferences will be conducted virtually.
  4. Traditional events like open houses and parent nights will occur if they can be done remotely, virtually.
  5. School facilities will be closed to outside user groups due to cleaning and sanitizing enhanced protocols and redeploying our custodial staff.
  6. Face coverings for all staff will either be required or highly recommended.
  7. Student face coverings are currently up for debate; however, our current guidance is that students cannot be excluded from instruction or punished should they refuse to wear a mask. Student face coverings rules and guidance will be clarified prior to reopening.
  8. As part of the reopening, each building will have a specific “blueprint” that must be submitted to the Oregon Department of Education. Each blueprint will have two signatures on them; the superintendent and the local public health official.  Our two signatures indicate we are implementing a plan that puts student and staff health and safety at the forefront.
  9. School start times will be staggered to allow MidCo Bus Company the time necessary to transport students to school safely. Elementary schools will start at or around 8 am, and secondary will start at or around 9 am.  Times may be adjusted based on bus routes, arrival times, cleaning protocol, and turnaround times.

Elementary Plan:  The elementary plan is to open school on September 1 for all students.  We are pursuing this path in part due to elementary schools, historically practicing and reinforcing social distancing before it became an everyday part of our lives.  I am also a firm believer that this is the critical time for a child’s academic as well as social and emotional growth.  Next week building administrators will begin work with their respective staff to discuss and design the blueprints for their schools.

Secondary Plan:  Our secondary plan attempts to establish a daily routine for every student using on-site and remote learning.  PHS and Sunridge students will be split into two groups so that only half the student body attends in person each day.  Students will attend all their classes every day with every other day on-site. One day by remote access from home and the other day on the school campus.  The next day, the groups will switch.  In other words, your secondary students will be coming to school every other day.  When they are not at school, they will need to be ready to learn and participate at their school’s regular start time.  All secondary students will be assigned a Chromebook on their first day on-site.  This plan:

  1. Relieves some of the stress that was placed on parents to be supervisors and teachers when their students were learning remotely. Participating remotely in this model complies with all state laws relative to mandatory attendance.
  2. It also eliminates prolonged periods of in-person contact between teachers and students.
  3. It also allows students who are sick and unable to come to school on their assigned day to participate still and not fall behind in their studies.
  4. When students are on-site, the average class size should be 12-15 student range.
  5. Requires your student to bring their assigned Chromebook to school and to keep it charged and in working condition.

Staff at both schools will coordinate the assignment of cohorts for their schools to minimize hardships developing the two cohorts for their schools.

Alternatives:  Even though a number of you (88%) indicated on our survey you intended to send your students to school when we reopen, there are still some that are not comfortable doing so.  We intend to offer families a couple of options, including the Pendleton Virtual Learning Academy (PVLA), as part of a collaborative effort with IMESD.  (Informational flyer at the end of this message.)

Desde el 10 de junio, nuestro distrito ha estado trabajando en un plan para reabrir las escuelas en el otoño. Utilizando la orientación del Departamento de Educación de Oregón y la Autoridad de Salud de Oregón, estamos elaborando un plan para proporcionar la educación de la más alta calidad mientras mantenemos seguros a nuestros estudiantes y al personal. Aunque no es una tarea fácil, creo que tendremos algo que pueda lograr esos dos objetivos.

Antes de entrar en detalles, me gustaría agradecer a los casi 1100 de nuestros padres que respondieron a una encuesta a mediados de junio. Sus comentarios sobre el aprendizaje a distancia y la reapertura se utilizaron en gran medida en la formación de nuestros planes de reapertura. (Resultados vinculados al final de este mensaje). Anticipo que se le pedirá que participe en al menos una encuesta más a medida que comencemos a poner más y más en el esquema original.

Para facilitar la lectura, pongo este mensaje en cinco partes; calendario escolar, condiciones generales, plan primario, plan secundario y alternativas.

Calendario escolar: con la cancelación del Rodeo de Pendleton (Round-Up), hemos modificado nuestro calendario escolar para incluir la semana del 14 al 18 de septiembre. El último día de clases para 2020-2021 será el jueves 3 de junio de 2021.

Condiciones generales: Nuestro plan final para la reapertura tendrá algunas cosas que serán universales en todos los edificios. Todo esto estará en su lugar hasta nuevo aviso.

Nuestras dos firmas indican que estamos implementando un plan que pone a la salud y seguridad de los estudiantes y el personal a la vanguardia.
  9. Los horarios de inicio de clases serán escalonados para permitir a la compañía del camión de MidCo el tiempo necesario para transportar a los estudiantes a la escuela de manera segura. Las escuelas primarias comenzarán alrededor de las 8 am y la secundaria comenzará alrededor de las 9 am. Los tiempos se pueden ajustar en función de las rutas del camión, los tiempos de llegada, el protocolo de limpieza y los tiempos de respuesta.

Plan elemental: El plan elemental es abrir la escuela el primero de septiembre para todos los estudiantes. Estamos siguiendo este camino en parte debido a las escuelas primarias, históricamente practicando y reforzando el distanciamiento social antes de que se convirtiera en una parte cotidiana de nuestras vidas. También creo firmemente que este es el momento crítico para el crecimiento académico y social y emocional de un niño. La próxima semana, los administradores del edificio comenzarán a trabajar con su personal respectivo para discutir y diseñar los planos para sus escuelas.

Plan secundario: nuestro plan secundario intenta establecer una rutina diaria para cada estudiante que utiliza el aprendizaje en el sitio y remoto. Los estudiantes de PHS y Sunridge se dividirán en dos grupos para que solo la mitad del alumnado asista personalmente cada día. Los estudiantes asistirán a todas sus clases todos los días y cada dos días en el sitio. Un día por acceso remoto desde casa y el otro día en el campus de la escuela. Al día siguiente, los grupos cambiarán. En otras palabras, sus estudiantes de secundaria vendrán a la escuela cada dos días. A todos los estudiantes de secundaria se les asignará un Chromebook en su primer día en el sitio. Este plan:

  1. Alivia parte del estrés que se ejercía sobre los padres para ser supervisores y maestros cuando sus alumnos aprendían de forma remota. La participación remota en este modelo cumple con todas las leyes estatales relacionadas con la asistencia obligatoria.
  2. También elimina los períodos prolongados de contacto en persona entre profesores y alumnos.
